Billy Caldwell/Bill Collins Need-Based Scholarship Endowment for the NC Tobacco Trust Fund Commission Agricultural Leadership Development Program (NCTTFC ALDP)

The Caldwell/Collins Need-Based Scholarship will be awarded to a limited number of ALDP applicants who meet eligibility requirements. For each NCTTFC Ag Leadership Development Program, up to 10 scholarships of up to $800 per recipient may be awarded. This financial aid is available to full and part-time farmers and to USDA, NCDACS, and N.C. Cooperative Extension (NCSU & NC A&T) employees whose gross wages, tips, etc. do not exceed $50,000. In the event, you are granted the financial aid, you may be asked to provide proof of income.

History of the Scholarship:

The original endowment was established in 2010 via the leadership of Dr. Lanny Hass, Ms. Eleanor Stell (program facilitators), and the alumni of the 2008-10 class of the North Carolina Tobacco Trust Fund Commission Agricultural Leadership Development Program (NCTTFC ALDP). The endowment was established to honor Billy Caldwell and Bill Collins for their support and contribution to the NCTTFC ALDP within the College of Agriculture and Life Sciences. Billy Caldwell supported the program from its inception until his retirement in 2000 and continued as a program contributor until 2013. Collins has been the Director or Co-Director of 11 programs, beginning with the second program, each consisting of 50 days of training over a two-year period for about 30 individuals in each program. Distributions from the fund will be used to award the Billy Caldwell/Bill Collins Need-Based Scholarship for the NCTTFC ALDP to a limited number of NCTTFC ALDP applicants who meet the eligibility requirements. The scholarship will cover some portion of the chosen applicants’ tuition to the ALDP. In the 2020-2022 program, the scholarship will be $800 of the $1,600 fee for recipients selected.

Fundraising efforts for the NCTTFC ALDP operate under the auspices of the North Carolina Agricultural Foundation, Inc., a 501(c)3, non-profit, tax id 56-6049304. You will receive an official receipt for your donation.

How do we determine the financial need?

Farmers should fill out and submit the online application at Ag Leadership Financial Aid Farmers.

USDA, NCDACS, and N.C. Cooperative Extension employees should fill out and submit the online application at Financial Aid Application CES USDA NCDACS.

NCTTFC ALDP will have the discretion to determine, among those eligible applicants, who will be recipients of the scholarship and the portion of program tuition awarded to recipients.

Eligibility to apply for the scholarship:

Farmers must meet the definition of one of the following USDA-defined farmers:

  1. Limited Resource Farmer and Rancher:  Determination must be by the USDA Limited Resource Farmer/Rancher Online Self Determination Tool (for the year of the ALDP application)
    2024 Self-Determination Tool
    The NCTTFC ALDP shall have the discretion to increase the Total Household Income threshold for eligibility to some multiple of the USDA-determined “County/Area Value” used in the USDA Self-Determination Tool. Proof of eligibility as determined by IRS Form 1040 may be required of applicants.
  2. Socially Disadvantaged Farmer and Rancher as defined by USDA.

A limited number of government employees (e.g. N.C. Cooperative Extension Service, NCSU, NC A&T, NCDACS, USDA) working in an agricultural occupation will be eligible to apply for the scholarship. NCTTFC ALDP will announce, prior to the application period, the agencies/organizations and the number of slots to be made available to such employees. The employee must have permission to fully participate in the program from their appropriate supervisors in order to be eligible.
